Dubai Courts’ Leadership Council Explores Measures to Enhance Judicial Excellence in Fifth Meeting

Chaired by His Excellency Prof. Saif Ghanem Al Suwaidi, Director-General of Dubai Courts
, the Leadership Council for Institutional Development and Innovation convened its fifth meeting to deliberate on a series of new initiatives and operational mechanisms engineered to bolster judicial efficiency. This is in lockstep with Dubai's vision for delivering swift and decisive justice and consolidating institutional excellence, as the initiatives under review fundamentally reflect Dubai Courts' commitment to achieving the Emirate's vision for pre-eminence and leadership.

 

New Law to Safeguard Citizens' Rights in Housing Projects

 

The Council discussed the issuance of Law No. (8) of 2025 concerning the settlement of disputes arising from contracts for the construction of citizens' homes in Dubai, which represents a significant legislative development aimed at safeguarding the rights of citizens in housing projects. The law aims to expedite the resolution of contractual disputes and ensure the fulfilment of obligations between the parties, thereby bolstering the social and economic stability of Emirati families..

 

Zero Bureaucracy: A Landmark Initiative to Enhance the Customer Experience

 

As part of Dubai Courts’ commitment to simplifying procedures and enhancing the customer experience, the Council was briefed on the "Zero Bureaucracy" initiative, which aims to reduce routine steps and shorten completion times through automation and digital transformation. This initiative is aligned with Dubai's vision to deliver government services of a global standard, as it contributes to increasing the efficiency of judicial services and reducing delays caused by routine procedures.

 

Al Adheed Centres: Facilitating Communication with Customers

 

The Council also reviewed the unified contact centre for the Al Adheed Centres, which serves as a single communication channel to respond to customer enquiries and facilitate the tracking of their cases. The centre works to coordinate the process of receiving feedback and suggestions, which contributes to improving the quality of services provided and ensuring a smoother customer experience.

 

Protecting Children's Rights Through a Specialised Division

 

In line with its focus on children's rights, the Council was briefed on the Child Protection Case Registration Division, which acts as a central body for monitoring cases of children exposed to neglect or violence. The division targets individuals under the age of 18 involved in legal proceedings by registering their cases in a unified system in coordination with partner organisations, reflecting Dubai Courts' commitment to protecting vulnerable groups.

 

Concluding the meeting, the Council discussed the new case assignment system for the Full Bench, which pertains to the equitable distribution of lawsuits among members of the judiciary, thereby enhancing efficiency and ensuring the swift resolution of cases. The Council reaffirmed the importance of continuous institutional development to ensure a fair and effective judicial environment, in line with the aspirations of the wise leadership to establish Dubai as a global model for seamless judicial services.
